9月1日上午,世界文化遗产保护与旅游可持续发展国际论坛在甘肃敦煌开幕。此次国际论坛是第四届丝绸之路(敦煌)国际文化博览会和第九届敦煌行·丝绸之路国际旅游节(简称“一会一节”)系列活动之一,由甘肃省文化和旅游厅、甘肃省文物局共同主办,敦煌研究院、国家古代壁画与土遗址保护工程技术研究中心承办。

来自美国、日本、英国、意大利、澳大利亚等8个国家近200位专家学者参会。甘肃省副省长张世珍、敦煌研究院院长赵声良出席并致辞。文化和旅游部党组成员、故宫博物院院长王旭东、联合国教科文组织驻华代表处主任欧敏行女士、敦煌研究院院长赵声良做主旨演讲。为期两天的论坛期间,有15位各国专家学者就价值阐释与文化旅游、遗产的预防性保护与监测、遗产地利益相关者研究、遗产保护与利用平衡发展三个主题发表演讲。

联合国教科文组织驻华代表处主任欧敏行女士提出,联合国2030年可持续发展议程为各国将文化纳入经济增长、社会包容和环境保护框架内提供了新的指引,而这一趋势也印证了文化在促进可持续发展中的重要推动作用。她强调文化是一个整体,文化遗产作为文化的物质载体只有被保护好才能够传之后人。而一味的保护并不能实现与发展的统一,只有通过非物质文化遗产的活化利用以及文化创意经济的助推,才能够实现遗产保护和可持续发展的并驾齐驱。

随着经济快速增长和旅游业的发展,中国的世界文化遗产保护迎来了前所未有的机遇和挑战。此次论坛在深化交流世界文化遗产保护的最新成果,在做好其保护的基础上探索科学、可持续发展旅游产业的新思路和新方法,发挥文化遗产保护在推动经济社会发展中具有重要作用。论坛也是在习近平总书记8月19日视察莫高窟并作重要讲话和指示后,举办的一次围绕遗产保护利用,规格较高、规模较大的国际论坛,意义重大且恰逢其时。
The International Forum on the Conservation of World Cultural Heritage & Sustainable Tourism for Development opened in Dunhuang
On 1 September, the International Forum on the Conservation of World Cultural Heritage & Sustainable Tourism for Development opened in Dunhuang, Gansu Province. This Forum was one of the Special programs of “The Fourth Silk Road (Dunhuang) International Culture Expo (SRICE) -- cum -- The Ninth Silk Road International Tourism Festival”, jointly sponsored by the Gansu Provincial Department of Culture and Tourism and Gansu Provincial Bureau of Cultural Heritage, and organized by Dunhuang Academy and National Research Center for Conservation of Ancient Wall Paintings and Earthen Sites.
Over 200 experts from eight countries including USA, Japan, UK, Italy and Australia attended the Forum. Mr. Zhang Shizhen, Vice-Governor of Gansu Province, and Mr. Zhao Shengliang, Director of Dunhuang Academy, delivered remarks at the Opening Ceremony. Mr. Wang Xudong, Party Committee member of the Ministry of Culture and Tourism and Director of the Palace Museum, Dr. Marielza Oliveira, Director of UNESCO Beijing Cluster Office and Mr. Zhao Shengliang delivered keynote speeches. During the two-day Forum, 15 experts presented on the themes of “Interpretation of the Heritage Value and Cultural Tourism”, “Preventive Conservation and Monitoring of the World Cultural Heritage” and “Heritage Stakeholders”.
Dr. Marielza pointed out that the UN 2030 Agenda for Sustainable Development has opened up new avenues to integrate culture into policies for social and economic inclusion and environmental sustainability with innovative solutions. This also showcases the enabling role of culture in promoting sustainable development. She emphasized that culture is an integrated whole. Only with careful protection are we able to pass on cultural heritage -- the tangible bearer of culture -- to future generations. Yet protection in and of itself does not contribute to development. Only with the revitalization of intangible cultural heritage elements and the catalysis of creative cultural economy could the synergy of heritage conservation and sustainable development be made possible.
With rapid economic growth and the rise of tourism, cultural World Heritage conservation in China is facing remarkable opportunities as well as challenges. This Forum played a significant role in deepening the dialogue on the latest achievements of cultural World Heritage conservation, inspiring new thoughts and methods in the scientific and sustainable development of tourism, and bringing into play cultural heritage conservation in promoting socioeconomic development. The Forum was also a high-level and timely meeting in response to President Xi Jinping’s visit to the Mogao Caves on 19 August this year.
